When using a voltmeter, is there a certain number you should be under to know you are successfully grounded?

The voltmeter should reduce your body voltage by at least a factor of 20. So if you are at 1.5V when not touching the mat and your body voltage goes down to 0.075V or smaller when you are using a grounded product or touching the earth, then the device is working properly.
